The parts of the text you quoted do show Cole’s hard-hearted callousness, even after arriving on the island. Cole’s words and actions make it easy to appreciate why members of the circle might argue that it is most important to protect public safety.
Garvey is a Parole officer whose job is part of the legal system put in place to help do just that. Why ever would a person in that position suggest anything other than jail?
